The challenge

The Global Preparedness Monitoring Board (GPMB) was convened in 2018. Despite substantial coverage of its first report in September 2019 which predicted a global respiratory pandemic just months before the outbreak of COVID-19, it struggled to get ongoing media cut-through. This hampered its ability to mobilise the high-level political engagement needed to place investment in monitoring pandemic preparedness at the top of the agenda for global decision-makers.

Our solution

  • Developed a comprehensive 2-year strategic communications and stakeholder engagement plan

  • Mapped the GPMB’s key stakeholders, identifying opportunities for engagement

  • Built the core narrative and tailored messaging for high-priority audiences

  • Expanded the GPMB’s digital engagement by establishing new channels

  • Planned and executed high-profile launch events at the World Health Summit and the UN General Assembly, including on-the-ground media engagement, securing comprehensive global coverage

Our impact

Shifted the global narrative around pandemic prevention, preparedness, and response (PPPR). It helped ensure that key GPMB recommendations were adopted in the Political Declaration of the UN High-Level Meeting on PPPR and reflected in the negotiating text of the Pandemic Accord.
